It's because neither fallout 3/nv supports a intel gpu.

From there, open the my games folder, and open the fallout3 folder, and open the fallout file. Open this file with a texteditor such as notepad and. I do have mods but they aren't the problem since i disabled all of them to make sure.
When i click on new game, right when it starts to load the game it would crash.

I heard this was caused by ds3d gx being enabled or something, i have a windows vista home premium and it says that my sound card is a high definition audio device. I had to download something just to start the a game, but when i tried to start a new game it crash's. It took me awhile to fix the issue but hopefully this help.
